The U.S. Congress is our most democratic federal institution, but the American public doesn't like it very much. Is the public's dim view of Congress because the public doesn't understand Congress? Or are the House and Senate not functioning how they should, and the public doesn't like what it sees? To decide whether the public is being fair in it's assessment, this course will cover how Congress works. We will study the origins of the institution, the legislative process, the factors that influence how members of Congress behave, how Congress interacts with the other branches of government, and what this all means for public policies.
